Hilborn mentions that catch is down in some areas because of tighter controls on fishing, not because there is less fish.
Overfishing is a reality for poor nations and Hilborn suggests reducing poverty and providing economic alternatives to counteract that poverty. He suggests a U.N. fishing treaty: use independent scientists to set limits, fleets pay fees and bid on catch, while all activities are tracked by satellite and observed by others.
